Executive Director Biboti Ouikahilo, a native from the Ivory Coast, West Africa, created the vision for Wacheva in 1994 while still living in the Ivory Coast. In 2003, Biboti brought his vision to Syracuse, New York, where he combined his dreams with a Syracuse native, Jill Finochio Ouikahilo – uniting their different cultures from across the world for the success of the Arts.
In 2008, Wacheva officially became a not-for-profit organization and received its 501(c)3 tax-exempt status.
